Justice Amitava Roy inaugurates Rajasthan State Judicial

The much touted Rajasthan State Judicial Academy, spread on 1.23 lakh square metre area here, was inaugurated today by Supreme Court judge Amitava Roy.
In his post inaugural address, Justice Roy, who had also served as Chief justice of Rajasthan High Court, said that the judicial field has been facing multiple challenges these days and the academy should create a cohesive atmosphere to address these challenges.
Citing Gurudev Rabindra Nath Tagore, the Justice said that the legal fraternity needs to proceed with "sensitivity, fearlessness and command".
In his lecture titled 'Statutory Presumption of Culpability : A Constitutional Perspective', Justice Roy said that misconceptions pertaining to presumption of culpability are unfair because the law has adequate provisions for defence of the accused.
He said that the Indian law system has always regarded the premise that "whether 99 accused are exonerated but not a single innocent be convicted".
"This principle still holds good," Roy said while citing articles 14, 20 and 21 of the constitution and other provisions, which are in "line with the principles of natural justice."
The academy built on a sprawling 1.23 lakh square metre land, comprises an administrative and academic block, library, two class rooms, a computer lab and an e-library.
The hostel of the academy has 52 rooms ready to move in with 70 additional rooms under construction.
It also comprises a guest house and residential quarters.
The Rajasthan High Court had provided the land for the academy in 2006 and the construction took off in December 2009.
Acting Chief Justice of Rajasthan High Court Ajeet Singh and chairman of the academy Justice Govind Mathur were also present on the occasion along with the galaxy of judges of the court.
