"The report has been submitted to the government. It is now up to the government now what it will do with it," Justice Koul told PTI today.
He refused to divulge the contents of the report saying "It would inappropriate on my part to talk about it at this time".
Four youths were allegedly killed in CRPF firing at Gagran in Shopian district on September 7 last year on a day when the whole world was watching conductor Zubin Mehta's maiden performance in Kashmir.
Another youth was allegedly killed in the paramilitary force firing on September 11 during protests against the killing of the four youth.
The state government appointed Justice Koul in September last year to probe the killings.
Meanwhile Chief Minister Omar Abdullah said his office has received the report yesterday.
"We received the report last evening only. We have sent it to Home Department for examination. After the report comes from there, then we will decide whatever we have to," Omar said.
