"We are considering whether TDR can be implemented in the major cities," Chavan said in his response to a query on Pune Municipal Corporation's inaction in developing reservations earmarked for various civic amenities.
Former chief minister Ashok Chavan said there were several municipal corporations which lacked the wherewithal to develop such amenities.
"The government should come up with a policy to resolve the issue," he said.
"There should be a time-bound programme to develop these amenities," Nationalist Congress Party (NCP) MLA Nawab Malik said.
Leader of Opposition in the Assembly, Eknath Khadse, alleged that continuing or changing the reservation had become a "lucrative business" for several agents.
