The minister's car and three escort vehicles were damaged by the violent crowd as the police fired smoke-bombs and tear gas to rescue the dignitary in a bullet-proof vehicle.
Singh was accompanied by P Brojen, MLA of Wangjing Tentha Assembly constituency.
Five police commandos and some agitators were injured in the attack. Additional police forces were sent to bring the situation under control.
Police said that the people of the two adjourning Assembly constituencies of Heirok and Wangjing-Tentha in Thoubal district were agitated over the killing of a girl by her alleged lover on June 6.
One Tekcham Boyai (27) of Wangjing village of the same district was arrested after recovery of the body, police said.
