Lalsawta told PTI that the recommendation of the 14th Finance Commission was unclear on the issue of division plan and non-plan allocations, while there was also no clarity on the state specifics.
"We regarded the Rs 172.40 crore allocated to Mizoram by the 14th FC as the first instalment, as the percentage of share between the Centre and the states was yet to be clarified," he said.
He said though the NITI Aayog was supposed to replace the Planning Commission, the terms of reference and the functions of the new panel was also not yet clarified.
