The session was adjourned first till 12 noon and then till 3 pm.
The Assembly could transact business only for four minutes before the pandemonium broke out.
As the House assembled for the question hour, members of the Opposition Congress, led by party's chief whip Taraprasad Bahinipati, went into the well and raised anti-government slogans.
They held the government responsible for the plight of farmers in the state.
They alleged that the farmers were being exploited at the government-run 'mandis' when they go to sell their produce.
They said the farmers suffered due to wrong policy of the government officials.
As the Opposition members continued their agitation in the well, Speaker Pradip Kumar Amat adjourned the House till 12 noon.
The Opposition parties created a similar situation when the House re-assembled after the break.
The treasury bench members raised the Mahanadi issue while standing near their seats.
BJD member Sanjay Dasburma alleged that the people of Odisha suffered due to "double standard" of the BJP led NDA government at the Centre.
As the din continued in the House, Amat again adjourned the proceeding till 3 pm.
