The Commission headed by Additional Collector Swapnil Naik submitted its report into the alleged attack on Ravindra Velip to Chief Minister Laxmikant Parsekar yesterday.
"The Commission has made strict observations of how the security at the sub jail is lapse. Several recommendations are made to increase the security level at this sub-jail located near Vasco port town," a senior official privy to the inquiry report told PTI.
"The annual maintenance of these equipments installed to keep a watch on the inmates is must," the report has stated.
Velip who was part of the villagers from Cauvrem locality was arrested and jailed on March 24 for protesting against the transportation of iron ore.
They had claimed that the transportation was illegal.
A senior official quoting the inquiry findings stated the Commission has given both the versions - Velip and Jail authorities.
"There are some flaws on the side of the complainant (Velip) which are pointed out clearly in the inquiry," he said.
