The department-related Parliamentary Standing Committee on Transport, Tourism and Culture also noted that the Ministry has not fully utilised funds alloted to it in 2011-2012.
In its report, the Committee noted that large number of vacancies exists in cultural institutions including academies, museums and libraries and that the Ministry has not been able to fill those vacancies which are existing for a longer time.
"The Committee learnt that many of these posts have been lapsed due to delay in recruitment process but a few of these were got revived by the Ministry of Finance after a longish procedure," it report.
The committee also wondered how with so many vacancies not being filled these institutions are functioning and asked the Ministry to act immediately.
It also asked the Ministry to keep these posts out of UPSC purview and pursue it vigorously.
