Punjab's fiscal situation better than Haryana's

Punjab may be under fire for its "poor" fiscal situation, but the border state appears to be "performing better" if its fiscal situation is compared with that of Haryana on key parameters.
On key fiscal parameters, including revenue deficit, fiscal deficit and outstanding debt for 2016-17, Punjab's situation is better than that of Haryana, as per budget documents of both states.
Despite facing "high" deficit between revenue receipts and expenditure, Punjab government has projected revenue deficit of Rs 7,982.83 crore (1.76 per cent of GSDP) for 2016-17 in the budget.
However, Haryana Finance Minister Abhimanyu Singh, who presented the budget in the Assembly here today, pegged revenue deficit at Rs 12,280.35 crore (2.09 per cent of GSDP) for 2016-17.
Last fiscal, the Haryana government had projected deficit of Rs 9,557.52 crore which shot up to Rs 10,693.15 crore in revised estimates for 2015-16.
Haryana today projected fiscal deficit of Rs 25,115.96 crore for next fiscal which has far more than the deficit figure of Rs 13,087.23 crore projected by Punjab for 2016-17, as per budget documents.
Fiscal deficit as a percentage of GSDP in Haryana has been projected at 4.3 per cent while Punjab proposed 2.88 per cent for next fiscal.
On debt front, Haryana projected outstanding debt of Rs 1.40 lakh crore for 2016-17 as against Punjab's estimated outstanding debt of Rs 1.38 lakh crore.
