Subhash Kumar alias Kallu and Raj Kumar alias Rajju were arrested from Barian area of Samba today, police said.
They were involved in the blockade of national highway at Barian in 2012 and evading arrest, they said.
The other accused involved in the case are still at large and the manhunt is on to nab them, they added.
