The care taker, Hashim, and the homeguard Lalit Singh Bisht, of the city's lone government-run shelter home for women, were arrested late last night, he said.
The duo was caught on the basis of the victim's statement recorded before the Judicial Magistrate with help of a sign language expert under section 164, the official said.
An SIT was constituted recently on the direction of Chief Minister Harish Rawat to look into the authenticity of reports alleging sexual exploitation of the woman at the Nari Niketan here, the official said.
She also became pregnant and was made to undergo an abortion, the medical report proved.
Nari Niketan Superintendent Meenakshi Pokhriyal and Superintendent Incharge Anila Maindola had been suspended for dereliction of duty after a preliminary inquiry cited irregularities in the functioning of the facility.
