He took over from Raj Kumar Ghosh who superannuated yesterday, the company said in a statement here.
Singh was Executive Director in-charge of IOC's Rs 30,000 crore Paradip refinery. Prior to that he was head of IOC's most modern refinery of at Panipat.

A Chemical Engineer from IIT-Roorkee, Singh joined IOC in 1981 and has worked in various positions at Mathura, Barauni and Panipat refineries.
On taking over the new assignment, Singh underlined the need to have technologies to process low cost crudes to enhance profitability.
"Indian refineries will have to benchmark with international best as in days ahead India will emerge as the 'Refining Hub', having surplus refining capacity," the statement said.
