Addressing a public rally at the Bali Yatra ground, the Prime Minister said that it is moving on the correct path and the people have put their seal of approval on it.
Modi said that he was thankful to be addressing a rally from the state, which is the land of great Lord Jagannath and also where Subhash Chandra Bose was born.
The Congress and the Bharatiya Janata Party (BJP) have planned several events to mark four years of Narendra Modi-led NDA government at the Centre. While the BJP is looking to highlight the achievements of Modi government, Congress aims to underline the government's failures through the programmes.

"Three thousand raids were conducted by various agencies and undeclared income to the tune of Rs 73,000 crore was unearthed. Tough rules against black money have sent shivers down the spines of many who have come on one platform", Modi said in an oblique reference to the opposition parties who are grouping against the NDA.
The country is moving towards "susashan" (good governance) from "kusashan" (bad governance) and towards "jandhan" (public money) from "kaladhan" (black money).
"The people can now see that the NDA government is working with the motto 'sabka sath, sabka vikas'," he said.
Noting that the NDA government is not afraid of taking tough decisions, Modi said that it is not a government of confusion.
"It is a government of commitment and it has the strength to go for surgical strike", he said.
Launching an attack on Congress, Modi, without mentioning the party name, said, "It is important to remember the issues which the nation was facing 4 years ago, the atmosphere there was four years ago. It is important to remember how much did the family, which ruled the nation for 48 years, cared for it." Modi claimed that it was NDA government that brought back the focus to East India.
While addressing a rally in Cuttack on completion of 4 years in power, Modi said, "Chaos was caused for some when we made strict laws against black money, it made many come together and stand on the same stage, those accused in big scams are coming together now."
"In these four years, 1.25 billion (125 crore) Indian have come to believe that our India can change. Today the nation is going from 'Kala Dhan to 'Jan Dhan', from bad governance to good governance," said Modi in Cuttack.
