Noting that the NDA government is not afraid of taking tough decisions, Modi said that it is not a government of confusion.
"It is a government of commitment and it has the strength to go for surgical strike", he said.
Launching an attack on Congress, Modi, without mentioning the party name, said, "It is important to remember the issues which the nation was facing 4 years ago, the atmosphere there was four years ago. It is important to remember how much did the family, which ruled the nation for 48 years, cared for it." Modi claimed that it was NDA government that brought back the focus to East India.
Addressing the lack of proper health facilities, Modi wondered what the previous governments were doing. He said that even if state governments don't carry out their responsibility properly, Centre would do everything it can.
While addressing a rally in Cuttack on completion of 4 years in power, Modi said, "Chaos was caused for some when we made strict laws against black money, it made many come together and stand on the same stage, those accused in big scams are coming together now."
"In these four years, 1.25 billion (125 crore) Indian have come to believe that our India can change. Today the nation is going from 'Kala Dhan to 'Jan Dhan', from bad governance to good governance," said Modi in Cuttack.

The programme will start on May 27, in which all ministers -- both from the Centre and BJP-ruled states -- MPs, MLAs, mayors and all other office-bearers of the party will reach out to personalities or experts or influential people across the country, BJP general secretary Arun Singh said in a letter.
"As part of the programme, each BJP leader will interact with at least 25 renowned people from various fields such as retired judges of the Supreme Court and high courts, retired bureaucrats, retired army personnel, sports stars, and writers, among others, and will inform them about the achievements of the Modi government in the past four years," BJP general secretary Arun Singh said.
