The Gujarat government is aiming to cut the transmission and distribution (T&D) losses of its state-owned electricity companies to 17-18 per cent for 2007.

Speaking a seminar organised by the Confederation of Indian Industry (CII) on issues and opportunities in captive power plants, A B Panchal, additional secretary, Energy and Petrochemicals Department, Government of Gujarat, said, "We plan to bring down the T&D losses to 17-18 per cent for the present year."

He further said that the T&D losses were brought down from 30 per cent over a period of time and presently the T&D losses stood at 21 per cent.

The state-owned electricity company "" Gujarat Urja Vikas Nigam Ltd (GUVNL) will make efforts to reduce the T&D losses by reducing theft, replacement of conductors and transformers, and increasing sub-stations. He further said that to bring down the T&D losses the state will be investing Rs 2,000 - Rs 3,000 crore over a period of five years.

Units with captive power plants (CPP) have demanded that GUVNL do away with the contract demand charges presently levied on the industry.

According to the members of CII, Gujarat is the only state in the country where contract demand charges are levied. Presently, the contract demand charges for the first 500kVA starts from Rs 98/kVA/month and reaches upto Rs 237/kVA/month for excess of 2,500 kVA.

Further, the GUVNL had come up with an advertisement asking the industry to reduce its contract demand. S B Khyalia, general manager of GUVNL, said that the main purpose of asking the industry is to reduce its contract demand and to make their own captive power plant run more efficiently.

Thus, GUVNL will have less load on it to supply power to the industries. Moreover, the GUVNL will also not charge any penalty on the industry for reducing its contract demand.

Amongst other issues, the issue of parallel operation charges (POC) were raised by K M Brahmbhatt, senior vice president (power & utilities), Reliance Industries Ltd. He further said that his own company was adding another 400 Mw captive power plant to its existing 700 Mw CPP unit at Jamnagar's RPL.
