Postings of Sarvagaya Srivastava, Tarun Seem 'illegal': Delhi Govt.

The postings of Sarvagaya Srivastava, Engineer-in-Chief, PWD and Tarun Seem, Mission Director, Delhi State Health Mission as Secretary (PWD) and Secretary (Health) were illegal and against Government of India's cadre rules, said a Delhi Government release.

In the case of Seem, an IRS officer, even his posting in Government of National Capital Territory of Delhi (GNCTD) is illegal since it did not have the approval of the Lt. Governor.

Srivastava and Seem were holding posts as Secretary (PWD) and Secretary (Health) in GNCTD as additional charge in violation of existing rules when cadre posts cannot be held by non cadre officers for more than three months.

The GNCTD were repeatedly advised to correct this anomaly, but no action was taken.

Therefore, to remove this illegality, the Civil Services Board [comprising Chief Secretary, Secretary (Services) and Secretary (Finance)] recommended the posting of suitable cadre officers to the posts of Secretary (PWD) and Secretary (Health).

Srivastava as Engineer-in-Chief, PWD will continue to contribute to the PWD.

It should be noted that in the past year and a half, the elected government has carried out over 300 transfers of IAS/DANICS officers.
