As former Arunachal Pradesh finance minister Kalikho Pul on Monday met Governor J.P. Rajkhowa and staked claim to form a government, former chief minister Nabam Tuki on Tuesday said under the 10th schedule only a majority group can form a government, but they don't have a majority, how can they form a government?

"They are trying their level best, by any means, to instil a government in the state, but who is going to form a government, even all political parties collectively cannot form a government," he told ANI.

Terming it a conspiracy by the NDA Government, Tuki said, "By dislodging the popularly-elected Congress Government in the state by imposing President's rule what do they want? When the President rule has been imposed, what is so hurry to stake claim to form the government at this hour, when the matter is pending before the Supreme Court?"

"They don't have any respect for our judiciary, they don't respect the law, they don't respect the Constitution of India; they should have, at least, respected the Constitutional Bench - the highest judicial bench in the country," he added.

"As the Constitutional Bench of the apex court is hearing the matter on day-to-day basis, they should have at least waited for some time. What is hurry to proclaim the formation of the government," he asked.
