Hailing from Jammu and Kashmir's Baramulla district, Parray received his early education at a government school and did his college graduation in veterinary science and animal husbandry.

During his days of struggle, Parray opted to try his luck in the civil service examination. He prepared for his exam on his own and cleared it with sheer hard work and dedication. He is now serving as the Sub-Divisional Magistrate (SDM) of Sangrur district in Punjab.

In recent years, several students from Jammu and Kashmir have shown their potential, but Parray believes the state's education sector needs a revamp.

He said, "There are limited numbers who appear in civil services and a good number of people are selected in it, unlike other where huge number of people participates in prelims and it shows that there great potential in Jammu and Kashmir."

Parray also believes that the people in Jammu and Kashmir are talented and that the standards of education has improved to help students to opt for various fields.

Parray said, "Level of educations has also improved and there is a visible change. Students are opting for IIT's and also in civil services."

Many youths from the state like Parray are gradually coming into the limelight with their dedication and sincerity towards serving the country.
