Looking fees

Wage rates in Kerala are higher than in most other states, but they’re even higher than what appears on paper. Unionised labour is loath to allow contractors/factory owners to hire non-union workers. So, even though they do not actually work on a job, they charge a “looking fee” — literally a fee to look on while someone else does the job.
