A more significant appointment is that of Girish Chandra Murmu, a 1985-batch Gujarat cadre IAS officer and a special secretary in the revenue department, as the next expenditure secretary. He will succeed Mr Jha, who is due to retire on January 31, 2019. Remember that the Budget for 2019-20 is to be presented just a day later on February 1, if the schedule for the last few years is maintained. Mr Murmu is considered close to Prime Minister Narendra Modi, with whom he worked in Gujarat as principal secretary when the latter was the state’s chief minister. He takes immediate charge as an officer on special duty in the department of expenditure and will become the expenditure secretary from February 1.
