At a time when there's much apprehension over how Prime Minister Narendra Modi expects bureaucrats to follow a punishing work schedule and a likely reshuffle, civil servants are recalling 2004 when the United Progressive Alliance (UPA) government had taken charge. Key bureaucratic changes were made at that point - those shuffled around included cabinet secretary Kamal Pande, home secretary Anil Baijal and defence secretary Ajay Prasad. Modi by contrast hasn't made any top-level changes so far - in fact, Cabinet Secretary Ajit Seth has just been given a six-month extension.
