Expressing concern over the state's financial condition, Himachal Pradesh Chief Minister Virbhadra Singh today blamed the 13th Finance Commission report saying that it did not properly estimate the committed liabilities that resulted in less devolution of funds.
Replying to a debate on the budget, Singh said that as a result of 13 Finance Commission devolutions, the deficit grants which were Rs 2,223 crore in 2010-11, came down to Rs 486 crore in 2014-15. Also, the implementation of Pay Commission recommendations also put pressure on finances.
The state received Rs 528 crore less during 2013-14 and 2014-15 as share in central taxes but the 14th Finance Commission assessed the liabilities in right perspective and the state received adequate funds.
Thanking the union government for funding the centrally sponsored schemes in 90:10 ratio between the Centre and the state, Singh said that scraping of PlanningCommission has resulted in a loss of Rs 3,000 crore to the state.
Refuting BJP's allegations that industrial units are shifting from the state or closing down, the Chief minster said that energy consumption by industry was 4,491 million units in 2012-13, which increased to 4,758 million units in 2014-15, indicating that inspite of overall slowdown, the industrial growth of the state is not hampered.
Proposals for 41 new industrial projects and 60 expansion proposals with investment of Rs 4079 crore have been received, he added.
Singh said the tax revenue of the state government from its own resources, which was Rs 4,626 crore in 2012-13, has increased to Rs 6,341 crore in 2015-16 and is likely togo up to Rs 7,469 crore during 2016-17.
"The government would take measures to contain the debt in future by better resource mobilization and prudent expenditure," he said.
Singh dismissed the apprehensions of BJP members about solar fencing to save the crops from wild animals and said that the agency accomplishing the work would have to give security certificate and the project had already been experimented inHorticulture and Forestry University at Nauni(Solan).
