A team of district excise department intercepted the vehicle as a part of a drive and seized the cartons, they said.
The driver Baljit Singh, a resident of Haryana, has been arrested, they said, adding another accused Anil managed to escape.
The vehicle had a fake number plate of Arunachal Pradesh on it, they said.
Police have registered under various sections of the IPC in the matter.
