According to Delhi's Chief Electoral Office, Gandhi's cavalcade was stopped because permission papers were not displayed properly on the vehicles.
Besides, the cavalcade had one extra vehicle while they had permission for six vehicles for the road show, the official said.
The road show was later allowed to proceed after the permission papers were displayed on vehicles.
"The extra vehicle was also removed from the convoy and the road show was allowed to proceed," said the official.
First time it was stopped at Shakarpur due to confusion over the number of vehicles for which the permission was granted.
"Second time it was stopped in Gandhi Nagar by police following confusion over the route of the rally. We went to the ACP office where one-and-a-half hours was wasted as the SDM concerned did not have the route details which we already had submitted before.
"We were stopped for the third time in Vishwas Nagar over the same issue," Deshmukh claimed.
Gandhi, Mahatma Gandhi's grandson, will contest the Lok Sabha elections from East Delhi against Congress MP Sandeep Dikshit.
