"An estimated 69 per cent of voters exercised their franchise in 20 ULBs. There is no report of any untoward incident from any place," said R N Sahu, the special secretary at the State Election Commission's office here.
Replying a question, Sahu said polling was held peacefully even in Maoist affected districts.
While the voter turnout was highest in Kesinga (81 per cent), Bhawanipatna town recorded lowest (55 per cent) voters turn out in Kalahandi district.
Though both Congress and BJP had put up a dismal show in the first phase of civic polls held on September 19.
The ruling BJD had won 47 of the 66 ULBs in the first phase.
