The Indore bench of the High Court sought replies within six weeks.
Abhishek Gilke, a law student, has filed the PIL.
Gilke told reporters that Vishal Mandloi, 36, an engineer, was being taken to hospital by his wife in an auto rickshaw on the morning of March 29 after he complained of chest pain. However, the rickshaw was stranded in a traffic jam caused by a religious procession for about 45 minutes on Jawahar Road here.
The PIL demands a compensation of Rs 25 lakh for Mandloi's relatives and a directive that earlier court orders about relgious processions be followed by the authorities.
