Opposition Congress has blamed the state government for its "lawlessness", while the activists have demanded immediate arrest of the culprits and adequate compensation for the affected family members.
Rajasthan Congress chief Sachin Pilot said it was extremely worrying that lynching and mob violence were becoming a norm in the desert state.
"Saddened to see wilful neglect and meek response of the government," he tweeted.
AICC general secretary and former chief minister Ashok Gehlot called for a fair investigation in the case.
"Murder of Umar is a complete failure of the government in protecting Muslims, particularly dairy farmers, from cow vigilantes. Are there any plans to stop this bloody madness of (vigilantes) who have tasted blood and have support of the police and administration," PUCL said in a release.
The activists have demanded a compensation of Rs 25 lakh and land to the affected family, and a government job to Khan's kin.
They also demanded Tahir, who was accompanying Khan, be given protection and a compensation of Rs 10 lakhs as well as dropping charges of cow smuggling against him.
