"I have received the preliminary inquiry report by Inspector General (IG) Prisons into the incident. I have ordered a judicial inquiry into it," Parsekar told reporters today.
IG Prisons Elvis Gomes on Monday submitted the report to the Chief Minister, who has referred the file to the State Chief Secretary R K Srivastava.
"The Home Department will issue orders tomorrow appointing an officer for the judicial inquiry," sources said.
Last Wednesday, Velip had complained that he was assaulted inside the judicial lock up at Vasco by unknown person where he was lodged along with other activists for protesting against the mining operations in Cauvrem village of South Goa.
"I was beaten up with boots and fists. I was lifted and thrown from a height due to which I had multiple fractures on my arms and severe pain in my neck," he had said.
