BJP, Congress spar in MP Assembly

Madhya Pradesh Assembly was adjourned for 10 minutes today following a din over certain remarks made by the Opposition members on RSS, which BJP retorted by making reference to Congress vice president Rahul Gandhi being booked on sedition charges.
Soon after the Zero Hour, when a discussion began on demands of various departments mentioned in the budget, Congress MLA Ram Niwas Rawat raised a Point of Order stating as per the business rules of the House, they were supposed to get the relevant papers at least a week before the debate.
Rawat said they got the papers today only which is against the rule of the House, while quoting Kaul and Shakdher's widely quoted book (MN Kaul and Shyam Lal Shakdher's Practice and Procedure of Parliament).
When he made some against the RSS, the treasury benches objected strongly.
However, when Congress legislator Govind Singh made a remark against RSS, it was countered by Parliamentary Affairs Minister Narottam Mishra, who referred to Rahul Gandhi being booked on sedition charges.
The Congress members strongly objected to it and rushed to the Well.
Though the remarks against RSS and others were expunged by the Chair, it resulted in furore and amid the din, Speaker Dr Sitasharan Sharma adjourned the House for 10 minutes.
After the House reassembled, senior Congress member Ajay Singh also raised the issue of delay and urged the Speaker to direct the government to ensure they get the papers at least two days in advance.
Norattam Mishra then admitted he too was of the opinion the members should get the papers in advance, and said due to sudden change in the order of presentation of demands in the House there was a delay, which is an exception.
However, replying to the Point of Order, the Speaker clarified it was not mentioned in the Kaul and Shakdher's book that relevant papers should be given to the members a week in advance. He said the book has a reference about it in the form of a report of an Administrative Reforms Commission, and not as a rule.
But taking the matter seriously, the Speaker directed the government to ensure the members get the relevant papers concerning the debate at least two days in advance.
