The four BJP MLAs, including Leader of Opposition Vijender Gupta, staged a walkout during the discussion on the bill, alleging "teasing and insult" by Chief Minister Arvind Kejriwal who launched a broadside against the Lt Governor, BJP and the bureaucracy for allegedly scuttling the bill's passage.
"The chief minister started teasing and insulting the opposition during the discussion and came to the level of use of abusive language. Seeing no scope for meaningful discussion, the opposition had no choice but to walk out of the house in protest," Gupta later said in a statement.
The bill aims at regularising the employment of around 15,000 guest teachers (working on contractual basis) in Delhi government-run schools.
It was later passed by the AAP-dominated house through voice vote.
BJP-SAD MLA Manjinder Singh Sirsa said that the bill would not stand legal scrutiny in context of High Court and Supreme Court judgments on similar subjects.
"It has been prepared without considering the legal aspects," he said.
BJP MLA O P Sharama, who was suspended for making "derogatory" remark against a female AAP legislator, was present in the one-day session of the house, after a gap over about one-and-a-half years.
