Before the Session began, all three BJP MLAs staged a protest against the Arvind Kejriwal-led dispensation.
Criticising the government, BJP MLA O P Sharma said AAP was "not ready to face any opposition" and they should get educational documents of all 70 MLAs examined.
"It is in their habit (AAP government) to not tolerate any opposition or not follow democratic process. Notification of the Budget Session got late and even they failed to give minimum time of 12 days for the Question Hour. Either they don't know the procedure or they try to ignore it knowingly," Sharma alleged.
The BJP MLA further alleged that he had earlier also raised the matter (on Tomar's degree).
"Earlier when business advisory committee meeting was held I raised these questions and asked the government to explain J S Tomar's fake degree case but got no reply.
"Today, we wanted to convey that a former member of cabinet is in police custody for last 15 days and his degree was verified by the chief minister himself then he should throw some light over the issue," Sharma said.
Later Assembly Speaker, Ram Niwas Goel requested Leader of Opposition in Delhi Assembly Vijender Gupta and asked him to call Sharma back in the Assembly.
Opposition leader Gupta alleged the government is "responsible" for the poor financial condition of civic bodies.
"We want government to table the report of Fourth Delhi Finance Commission in the Assembly, but it is not doing so," Gupta said.
Reacting strongly to Gupta's remarks, Deputy Chief Minister Manish Sisodia said that the poor financial condition of BJP-led municipal bodies is "because of its leadership."
