Centre may help form non-Cong govt in U'khand: Upadhyay

Congress today expressed apprehensions that the Centre may withdraw President's rule in the state and attempt to form a non-Congress government with the support of rebel party MLAs.
A Congress delegation, led by state Congress chief Kishore Upadhyay, today met Uttrakhand Governor K K Paul and submitted a memorandum, stating that he should first invite the party to form government if President's rule is withdrawn from the state.
"We apprehend that Prime Minister Narendra Modi would withdraw President's rule from the state and make an attempt to form a non-Congress government with the support of rebel party MLAs," Upadhyay told reporters.

Singhvi took a jibe at BJP general secretary and pointsman
on Uttarakhand Kailash Vijayvargiya who was critical of the High Court judgement. "Those who do not understand the judicial process, should keep mum", he remarked.
Asked as to what comment would he like to make on legal advisor of the Prime Minister, he said that the High Court judgement was elaborate enough and therefore there was no need to say anything more.

He was critical of the Central action also because the Governor never said that there was a failure of the Constitutional process and hence he was recommending President's rule.

To a question on the nine MLAs, he said, "they stand 100 per cent disqualified as of today."
At the outset, a beaming Singhvi said, "Congress is proud of Indian democracy and the judicial system to which the country can turn for relief in times of stress."
He regretted that the "assault on federalism" was "astonishing" in view of the fact that there have been three judgements of the Supreme Court in the past 10-15 years-the Rajasthan judgement, Bommai and Rameshwar Ram judgements.
"The Central government violated every line, para, spirit and philosophy of these judgements. This deplorable and debasing ....Process will be arrested by this judgement", he said.

Dealing a major blow to Modi government, the Uttarakhand High Court today quashed the imposition of President' rule in the state and revived the Congress government headed by Harish Rawat, who has been asked to prove his majority on April 29.
