Justice (Rtd) S P Rajkhowa who headed the one man commission appointed by the state in 2009 submitted its report to the Chief Minister Mukul Sangma, officials said.
The commission was tasked to probe the circumstances which led to the escape of seven undertrials led by the mastermind Fullmoon Dhar on May 31, 2009.
The commission will also look into the allegations of fake encounter leading to Dhar's killing.
Confirming receiving the report, Chief Minister Mukul Sangma said he had received the report of the Commission but denied divulging details stating that the election dates were announced.
