Del-Gurgaon Expressway: Solution within a week, HC told

The disputes surrounding the Delhi -Gurgoan Expressway are likely to get resolved with NHAI, the lenders and the Delhi-Gurgaon Super Connectivity Ltd (DGSCL) telling Delhi High Court today that they should be able to push the project through within a week through a "consent order" which would pave the way for the removal of the toll plaza at Sirhaul.
The court was also informed that the earlier proposal of constructing a single toll plaza at 61km was not accepted by the government and the same will now be restricted to a single toll plaza at 42km.
Infrastructure Development Finance Company (IDFC), the lead financier for the project, told a bench headed by Justice Manmohan Singh that NHAI had submitted a final proposal and all parties were hopeful about reaching a consensus on it within a week.
"We should be able to push. We have some concerns. We'll come back with a consent order in a week. We are hopeful, " the parties told the bench.
IDFC also submitted a proposal before court saying that the senior lenders were agreeable to substituting DGSCL, the concessionaire, as NHAI had earlier recognised a debt of Rs 1,275 crore on the latter.
It said that the claim of Rs 988 crore of DGSCL shall be withdrawn and all conditions in the Memorandum of Undertaking shall be implemented by the financial institutions or the substitute concessionaire who may be selected by the lenders.
The proposal filed on behalf of IDFC Vice President Aditya Bhardwaj stated that "the senior lenders' proposal of construction of toll plaza and tolling at 61km was considered and referred to the government but deemed unacceptable.
"Instead, the NHAI Board has decided that tolling be restricted to just a single toll plaza at 42km.
