It was arbitray on the Part of the local election commission to announce on Aug 6 that local body bypolls would be held on Sept 18, cancel the elections the same day, and again announce on Aug28 that elections would be held as announced earlier.
He urged political parties to join hands and oppose the 'arbitrary' functioning of the state government.
