'Environment impact assessment report on power project

A Delhi-based NGO has alleged that the environment impact assessment (EIA) study for 1200 mega watt Kalai II Hydroelectric Project (HEP) in Anjaw district is "incomplete, inadequate and shoddy".
A recent document released by South Asia Network on Dams Rivers and People (SANDRP) has revealed that the "EIA cannot clearly state whether Kalai II is a storage project or a run of the river project and it is also not clear about the height of the dam."
The Kalai II project is being developed by Kalai Power Private Limited (KPPL), which is the Special Purpose Vehicle of Reliance Power Limited.
A MoU with the government of Arunachal Pradesh was signed on March 2, 2009 to develop the project.
SANDRP in its observation has also noted that EIA and EMP reports have not fulfilled a very large number of the TOR (Terms of Reference) that the project was to cover in EIA-EMP as per the TOR clearance given for the project on December 12, 2009.
"Such EIA-EMP will clearly not be acceptable even from statutory and legal point of view and cannot be basis for a public hearing," it said.
The project was recommended for scoping clearance in 31st Meeting of Expert Appraisal Committee (EAC) held on 21-22 October 2009.
The project was considered in the 70th EAC meeting on 10-11 December 2013 for extension of TOR validity.
