He was 83 and is survived by his two married sons.
Popularly known as Sailen Basu in the capital's football fraternity, Basu has been ailing for some time and he passed away at his residence at Rohini last night.
Basu was associated with Delhi's famous pre-partition Mughals Sports Club as a key official and was keenly engaged in annual football activities as an official and a coach for five-long decades.
He has officiated matches in various Senior Nationals, Junior and sub-Junior National Championships in the 1960s to 80s and in top tournaments of the country like Rovers Cup, IFA Shield, Durand Cup, DCM tournaments and Delhi league.
