This was done with the connivance of some officials, Revenue Additional Secretary Rajalakshmi stated in an affidavit filed in the court.
The Department had initiated all proceedings against erring officials and vigilance enquiry was also being conducted, she said.
The High Court had earlier directed the government to inform it of the details regarding the action taken against erring officials.
In today's affidavit, details of action taken as well as the number and complicity of officials has been mentioned.
