The Centre wants to ensure fool-proof security in rally venues by adhering to strict standard operating procedures to foil any attempt to carry out subversive activities, official sources said.
The guidelines, to be implemented in the run up to the coming assembly elections in five states and 2014 Lok Sabha polls, will ensure anti-sabotage checking and sanitisation of the complete venue well in advance by local police in close coordination with other security agencies.
Every minute of the main leader's itinerary will be documented in writing by the police of the state which will host him and will be monitored by senior security officials.
Sources said the security officials feel that leaders become vulnerable during political rallies and hence adherence of a strict security drill will ensure that these rallies become incident free.
