"The Standing Committee report on the Nuclear Liability Rules have clearly held that Rule 24(1) and (2) are not in line with the Act and therefore the DAE should re-draft these Rules," Greenpeace campaigner Karuna Raina said in a statement.
She said in light of the recent CAG report on the complacent safety culture in nuclear regulation, the need for a strong liability regime was paramount.
"This Report of the Standing Committee upholds that spirit," Raina said.
The Lok Sabha Committee on Subordinate Legislation, in a report tabled in Parliament yesterday, said the nuclear liability rules notified by the government dilute the stringent provisions of the law and recommended removal of limitations on claims in terms of amount and period.
The Committee, chaired by CPI-M leader P Karunakaran, also pulled up the Department on Atomic Energy (DAE) for the 13-month delay in framing the rules of the Civil Liability for Nuclear Damage (CLND) Act.
