Guj Assembly resolution accuses Centre of anti-federalism

Gujarat Legislative Assembly today passed a resolution requesting the government to "make an effective representation" to the Centre and ask it to shed "anti-federalist mindset" and consult the states.
Opposition Congress MLAs, led by Leader of Opposition Shankarsinh Vaghela, walked out in protest, terming the resolution as unconstitutional.
The resolution, moved by BJP MLA from Khambhat Sanjaykumar Patel, accused the Centre of imposing its writ on the states, curbing their financial rights, forcing state governments to implement Central schemes with financial constraints, and centralising more and more powers.
When speaker Vajubhai Vala announced the introduction of Patel's resolution, Congress's chief whip Balwantsinh Rajput raised a point of order.
"As per rules and past rulings of Gujarat Assembly, this House can not discuss any resolution or any matter which criticises the central government," Rajput said.
Vaghela said that from the language of the resolution, "it looks as if central government is another country and it is an enemy of Gujarat.
"This is unconstitutional and it is like government here owns the federal system. I just want to pose a question to them - had there been NDA government in the Centre, could they have brought this kind of resolution?" he said.
But Speaker rejected the point of order and said he had scrutinised the resolution before allowing it to be put before the House.
