The court also appointed P Shanmugham, a retired judge of the high court, as observer for the meeting.
Passing orders on a plea by council secretaries T Siva and K E Gnanavel Raja, a division bench comprising Justice M Jaichandran and Justices M Venugopal said the December 30, 2013, requisition of the members for moving the 'No Confidence Motion' should form part of the agenda for the May 11 meeting.
"The observer shall ensure that the resolution relating to the no confidence motion is decided, by way of voting, by secret ballot, as per the regulations and the result shall be announced by him at the conclusion of the proceedings," the court ordered.
The observer was asked to file a report before the court within 10 days after the conclusion of the proceedings.
