"Courts are duty bound to look behind the veil and see what the real intention lies in filing the PIL", a Division Bench, comprising Chief Justice Manjula Chellur and Justice P R Ramachandra Menon, said,dismissing the PIL filed by George Kattunanith of Kochi.
The court directed the petitioner to pay the cost of Rs 25,000 which should be given to the Advocates Welfare fund.
The PIL was filed seeking a direction to the state government not to construct any concrete building in the open property near the High Court which is proposed for construction of building of Police Cooperative Society office.
"It is nothing but concealing of fact with the knowledge of petitioner and his counsel", the court held.
