In her PIL, G Sivagami, a law student, contended that the Supreme Court had framed many guidelines on digging of borewells to avoid fatal accidents.
The authorities of Central and state governments ought to have promulgated ordinance or Act for regulating digging of bore wells and with regard to abandoned bore wells and in default should be booked under stringent law, she said.
Sivagami contended that the death occurred only due to the negligence by authorities by not regulating the digging and management of bore wells, tube wells and wells by not following the apex court orders.
The bench comprising Acting Chief Justice R K Agrawal and Justice M Sathyanarayanan issued notices returnable by October 24 to state and Central governments.
