The opposition party was miffed as the Prime Minister, during his Canada visit last month, had accused the previous governments of creating a "mess" in the country.
"We are hoping that we will not have to fly anyone abroad... There will be no misrepresentation...," party spokesperson Sushmita Dev told reporters.
She said this when reminded whether the Congress would carry out its threat to campaign against the Prime Minister if he continued to attack previous governments of the country on foreign soil.
"We cannot tolerate such behaviour any longer. Hence forth, if he again does so on a foreign soil, a Congress leader or spokesman will be present there and will respond immediately," party spokesman Anand Sharma had said last month.
