If plans are made "in the air", then the desired results cannot be achieved, a BJP member said in the Rajya Sabha today, much to the amusement of the opposition benches.
Basawaraj Patil was talking about the government's cleanliness effort and asked Minister of State for Water Resources River Development and Ganga Rejuvenation Sanjeev Kumar Balyan whether any experiment had been done to develop any river before taking up the big and ambitious project for developing river Ganga.
"If plans are formulated 'hawa mein' (in the air), then you do not get the desired results," he told the minister, much to the amusement of Opposition members who took a swipe at the government by loudly chanting 'hawa mein'.
The minister, however, said the central government has no absolute right over any river as it passes through different states and without involving them, no river development plan can be undertaken.
Balyan said it has not been finalised on how much flow a river should have and an overall plan cannot be formulated by the central government.
For ensuring proper flow of rivers, the Centre is working with the state governments as 90 per cent of water comes into the river only during Monsoons and only 10 per cent during the rest of the year, he said.
