Higher education sector regulator the University Grants Commission (UGC) has brought out a circular in this regard.
HRD minister Prakash Javadekar said that the decision was taken after a review and a circular was issued last week.
"PhDs have been allowed in subjects like humanities, social sciences," the HRD minister said adding that the UGC's regulations of 2016 regarding PhDs will be applicable in this regard.
A senior IGNOU official said that PhD courses were offered till a few years back but they were discontinued.
Officials said that apart from IGNOU, which is a central open University, 14 state universities will also be able to offer PhDs in non technical subjects.
