Minister of State for Labour and Employment Vishnu Deo Sai also told the Rajya Sabha in a written reply that the web portal for labour law compliance will be launched this year.
"An inter-ministerial committee has been constituted to draft the National Employment Policy. In view of its implication on other sectors, comments have been sought from various stakeholders like ministries, state governments, trade unions, industry association and others," Deo said.
He said that his ministry is developing a single unified web portal for Online Registration of units for Labour Identification Number (LIN), reporting of inspections, submissions of annual returns and redressal of grievances.
The government has also decided to transform Employment Exchanges into career centres, connecting youth with job opportunities in a transparent and effective manner through the use of technology as well as through counselling and training, he said.
Replying to another question on whether government proposes to amend the Plantation Labour Act 1951, he said no suggestion to amend the Act has been received from any state government, including the government of Assam.
The Plantation Labour Act 1951 provides for the welfare of the plant labour, including tea garden labourers and regulates conditions of work in the plantations. The Act was amended in 2010 to make it a comprehensive legislation for the welfare of plantation labour. The implementation of the Act, however, vests with the respective state governments, he said.
