"Jammu and Kashmir has undergone a difficult and dark phase of militancy which has largely impacted the career and opportunities of the youth," he said at a function at Zorawar Singh Auditorium here.
On the occasion, he handed over training-cum-placement letters to 300 youths selected under UDAAN by the Canara Bank.
Lack of opportunities to prove their qualities has put youths of the state in a disadvantageous position, he added.
Omar said that during the last five years, the state government has accorded highest attention to youth affairs and made best possible effort to create job opportunities.
While one lakh educated youth have been provided government jobs during this period, the process of enhancing of job market both in government and private sectors for Jammu and Kashmir youths is in full swing.
He said that without involving private players and big business houses in the industries, commerce and trade, the unemployment crisis cannot be addressed in a holistic and a comprehensive manner.
"While my endeavour to provide government jobs to youth will go on, my efforts to enhance their opportunities in private sector will also continue", he said.
Omar also highlighted the importance of UDAAN and Himayat Schemes, introduced specially for the youth of Jammu and Kashmir, to provide them opportunity to be important part in the trade, business and industry sector.
He said there has been delink between the State and the corporate sector for over two decades due to the militancy and disturbances.
Omar said the Congress-NC government has concentrated on rebuilding the ties of corporate India with the Universities, Colleges and the youth of the state so that required results of providing opportunities of gainful employment are realised.
He extended greetings to people on the eve of new year.
