Peter Berg is in the director's chair for the picture, said The Hollywood Reporter.
Wahlberg stars as a composite Boston Police Department officer who is central to the investigation and manhunt, while JK Simmons will play Sergeant first class (Sgt) Jeffrey Pugliese of the Watertown Police Department, who distinguished himself in combat with Tamerlan and Dzhokhar Tsarnaev.
Goodman, 63, will play former Boston Police Commissioner Ed Davis, who played a key role in coordinating the FBI, Watertown Police Department, Boston Police Department, Massachusetts State Police and local first responders.
CBS Films is handling production and marketing of the project, while Lionsgate is taking care of distribution. Filming is slated to begin later this month in Boston.
The goal is to open the movie in Boston, New York and Los Angeles on December 21, 2016.
