"There is no coordination between ministers and Chief Minister Siddaramaiah. One such example is, as per media reports, that the Chief Minister has sent this year's speech copy to the Governor without getting formal approval of the Cabinet," he said.
Raising the issue during the debate on motion of thanks to the Governor for his address in the assembly, Shettar said H R Bhardwaj's joint address was disappointing as it lacked direction.
"Sakala bagged the national award on account of clear-cut procedures laid down by the previous BJP government," he added.
The government has not announced any new programmes and is claiming credit for the works launched by the previous BJP government, Shettar said.
Shettar further alleged that governance under the present Congress rule has come to a standstill.
